FSSAI Food License: Basic, State & Central License Guide for Food Operators

Food Safety and Standards Authority of India (FSSAI) registration is mandatory for every Food Business Operator (FBO) in India under the Food Safety and Standards Act, 2006.

FSSAI License Tiers

Basic FSSAI Registration (Form A): For small FBOs, cloud kitchens, and hawkers with an annual turnover up to ₹12 Lakhs.

State FSSAI License (Form B): For restaurants, caterers, food manufacturers, and distributors with annual turnover between ₹12 Lakhs and ₹20 Crores.

Central FSSAI License (Form B): For large manufacturers, food importers/exporters, e-commerce platforms, and entities with turnover exceeding ₹20 Crores.

Mandatory for Online Delivery Aggregators

Food delivery aggregators such as Swiggy, Zomato, and Blinkit strictly require a valid 14-digit FSSAI registration number and certificate before onboarding any restaurant or cloud kitchen.

1. Photo ID & Address Proof (PAN, Aadhaar) of Proprietor / Partners / Directors. 2. Address Proof of Food Premises (Electricity bill, Rent Agreement, Landlord NOC). 3. Food Safety Management System (FSMS) Plan & Food Category List. 4. Water Testing Report (Mandatory for State/Central manufacturing licenses).
